Recently upgraded our Trend Officescan servers from 10.5 to 10.6
The process was fine on Windows 2003 Servers but on Windows 2008 R2 servers we were unable to log on via the web console, receiving the following notification.
In our case, under our installation location
C:\Program Files (x86)\Trend Micro\OfficeScan\PCCSRV
Setup the Security settings form the TEMP directory for everyone to modify access.
This resolved our issue and we were able to login via the web console.
